Russia remains one of the largest markets for Chinese rebar processing equipment. Construction, precast concrete production and infrastructure repair programmes all consume stirrups, bent bars and cut-to-length rebar in volume — and Russian buyers increasingly source the machines from China rather than European suppliers. For a buyer in Moscow, Yekaterinburg or Novosibirsk, the three practical questions are always the same: does the machine carry EAC certification, which transport route is fastest, and how do we pay without a dollar correspondent bank. This article answers all three using concrete Gongda models and real capacities.

What EAC Certification Actually Covers

EAC marking is the common conformity mark of the Eurasian Economic Union (Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan). Machinery is regulated mainly by TR CU 010/2011 "On Safety of Machinery and Equipment". Electrical safety falls under TR CU 004/2011 (low-voltage equipment) and TR CU 020/2011 (electromagnetic compatibility). A rebar bending center or shearing line therefore typically requires a declaration or certificate covering all three technical regulations.

Two document types appear in practice:

• Declaration of Conformity (Deklaratsiya) — the standard route for most series-produced rebar machines, registered in the FSA electronic registry.
• Certificate of Conformity (Sertifikat) — required for certain equipment categories and often demanded by state customers, large contractors and Rosatom-linked projects.

Both must be issued by an accredited Russian certification body, and both must reference the exact model designation and HS code. A declaration issued for a "rebar bending machine" without model numbers is worthless at customs — Russian inspectors check the nameplate against the registry entry.

Matching Models to Certification Scope

Gongda (Hefei University of Technology electromechanical works) supplies EAC documentation for its rebar range, and the model list is broad enough that buyers should group their purchase to share one certification file:

• CNC bending centers: GJZD6-50CZ (up to 50 mm, 420 mm working table) and GJZD6-65CZ (up to 65 mm).
• Stirrup benders: GW25 single-head CNC (round steel to 25 mm); ZD-6M-25 and ZD-6M-20 five-head machines for high-output stirrup production.
• Arc and forming machines: GWH50CG / GWH50CZN (50 mm), SKDZWH-36 / GDWHWQ-36 (36 mm CNC arc bender), GDWQ4-15A CNC rebar forming machine (single or double line).
• Bending centers: GDLWZX-32 vertical (32 mm) and GDPMW-60 plane bending center (60 mm).
• Cutting and shearing: GQ70A (70 mm, 160-ton shear force), GQ50A (6–50 mm round / 6–36 mm ribbed), GDQX-500 hydraulic shearing production line.
• Straightening: YGT4-15A with VFD, 4–15 mm.
• Support equipment: GD-350ZD band saw (350 mm), HGS-40 thread rolling machine (40 mm), ZDTHJ-12 automatic spring making machine (12 mm), NB-350 and NB-500 MIG/CO2 welders.

Practical advice: if you order a mix of cutting, bending and thread rolling machines in one shipment, ask the supplier to issue one declaration covering the full list. It reduces certification cost per unit and simplifies customs clearance.

Transport Routes into Russia

Three corridors dominate rebar machinery shipments from Anhui:

• Rail via Manzhouli / Zabaykalsk or Erenhot: Hefei–Moscow in roughly 18–25 days. Best balance of cost and speed for machines up to several tonnes. Most Gongda exports to Russia move this way.
• Sea via Vladivostok or St. Petersburg: cheaper per cubic metre for heavy hydraulic shearing lines such as GDQX-500, but 35–50 days plus inland rail from the port.
• Truck via Kazakhstan (Khorgos): useful for urgent single machines and for buyers in the Urals and Siberia.

Documentation for all routes: commercial invoice, packing list, EAC declaration or certificate, technical passport in Russian, and the HS code declared consistently with the certificate. Wooden crates must carry IPPC heat-treatment stamps.

Payment in CNY and RUB

Dollar and euro transfers through Russian banks remain unreliable. Two workable structures:

• CNY settlement: the buyer pays in renminbi through a Russian bank with a Chinese correspondent (VTB Shanghai, Sberbank, Rosbank and others), or through a Chinese bank's Russian branch. This is now the default for Gongda export contracts.
• RUB settlement: possible via VTB or Gazprombank accounts with CNY conversion at the bank, or through a Chinese exporter's RUB account opened under the CNY/RUB currency pair.

Standard terms are 30% deposit on order, 70% against bill of lading copy or before shipment. For first orders, buyers frequently use a letter of credit in CNY confirmed by a Chinese bank, which protects both sides while the EAC file is being prepared.

Buyer Checklist

• Confirm the EAC declaration names your exact model — GJZD6-50CZ, GQ70A, GW25 and so on.
• Ask for the Russian-language technical passport and electrical diagram (380 V / 50 Hz is standard for Russia).
• Verify spare-part availability: bending pins, shear blades and hydraulic seals are the fast-moving items.
• Agree the Incoterm — FCA Hefei, CIP Moscow or DAP Novosibirsk — before signing.
